The 11th Five-Year Development Plan 2026–2030 (Royal Decree 1/2026)

Royal Decree No. 1/2026 officially ratifies and executes the 11th Five-Year Development Plan (2026–2030). As the critical foundational roadmap for the mid-term target realization of Oman Vision 2040, this comprehensive blueprint integrates approximately 190 strategic development programs across four socio-economic axes: (People & Society, Economy & Development, Sustainable Environment, and Performance Governance). In its initial phase, the plan prioritizes large-scale macro-economic transformations—specifically targeting the rapid scaling of the digital economy, tourism, renewable energy, and technology-driven industries, while funding the generation of thousands of job opportunities via coordinated labor policies.

Oman Investment Authority (OIA) Regulation Amendment (Royal Decree 16/2026)

To optimize the management of national assets, Royal Decree No. 16/2026 implements structural internal amendments to the charter and system of the Oman Investment Authority (OIA)—the sovereign wealth fund of the Sultanate. The legal revisions focus heavily on amplifying investment agility and market responsiveness, allowing the fund to move fluidly in seizing domestic and international high-yield assets. Furthermore, it tightens transparency and institutional governance frameworks across OIA’s subsidiary corporations, maximizing non-oil revenue generation and building robust investor confidence for international partners.
